Signs of Trouble and Progress as Bonn Climate Talks Wrap Up

Much like recent extreme weather events in Europe and the United States, this month’s intersessional in Bonn, Germany could be described as volatile. But despite some “stormy” discussions, rays of light could still be seen in some areas.

The low point that seems to be generating the most attention is Russia preventing a key UNFCCC working body from making any progress. Russia, along with Ukraine and Belarus, blocked the Subsidiary Body on Implementation (SBI), which works on both substantive and administrative implementation issues, from moving forward on its agenda. Russia appeared to still be upset about the process during a last-minute decision at COP 18 in Doha, when the rules for the next commitment period of the Kyoto Protocol were quickly gaveled through over their objection. Refusing to let the body take up its work unless it included an agenda item on procedural issues for the climate talks as a whole, Russia rejected numerous attempts at compromise.

The blockage in the SBI discussions created noticeable ripples of nervousness throughout the negotiating hall. But in spite of the intermittent gloominess, there were also clear rays of light. What emerged most palpably was an insistence by nearly all the countries here that these kinds of tangles must be avoided, and that they are committed to moving forward on the key issues facing the UNFCCC negotiations and, not incidentally, the world.

Implementing corporate environmental sustainability strategies is increasingly becoming standard practice. For example, more than 300 of the S&P 500 report their greenhouse gas (GHG) inventories each year to the Carbon Disclosure Project, and companies from the Fortune 100 and S&P Global 100 are investing billions of dollars to reach renewable energy procurement targets. Some companies are going further and taking steps to reduce the environmental impact of their products, services, and supply chains.

Despite this encouraging progress, a confluence of global environmental challenges is putting more pressure on corporate environmental sustainability strategies to get to scale quickly. Not enough global businesses have integrated environmental sustainability into their long-term decision making. And, as it stands today, existing practices are not enough to protect the natural resources that society and businesses depend on.

WRI examines this gap between existing corporate sustainability practices and the environmental protection needed for the 21st century in our new report, Aligning Profit and Environmental Sustainability: Stories from Industry. We interviewed sustainability managers from AkzoNobel, Alcoa, Citi, Greif, Johnson & Johnson, Mars, Natura, and Siemens to better understand why strategies that are good for both business and the planet are not getting to scale.

We identified four barriers in these discussions, as well as ways companies can overcome them:

After a year of extreme weather events and recent studies outlining climate change’s impacts, it’s become increasingly clear that we must understand what emissions reduction pathways are necessary to avoid these risks. The Intergovernmental Panel on Climate Change’s (IPCC) last Assessment Report, for example, outlined the emissions reductions needed from developed countries to stabilize concentrations of greenhouse gases (GHG) consistent with limiting warming to 2°C. Further research has continued to examine the global GHG emissions reductions necessary to avert dangerous climate change. And as countries implement existing policies and consider new ones, the scale of required emissions cuts is a fundamental question. In fact, it’s one of the most pressing questions facing the international climate change community.

One new study shows that we have to reduce emissions even more than scientists initially thought in order to avoid climate change’s worst impacts. A paper published in Energy Policy on February 20th by Michel den Elzen and colleagues examines new information on likely future emissions trajectories in developing countries. This includes recent clarification of assumptions and conditions related to developing country pledges. In addition, countries have also come forward with further information on their emissions projections. As a result, the report finds that developed countries must reduce their emissions by 50 percent below 1990 levels by 2020 if we are to have a medium chance of limiting warming to 2°C, thus preventing some of climate change’s worst impacts.

This level of reductions is considerably higher than what the scientific community thought was necessary to meet the 2°C goal. The most recent IPCC Fourth Assessment Report laid out a recipe for a medium chance[^1] of limiting warming to 2°C. This report—compiled by the world’s leading climate scientists—stated that developed countries would have to reduce their emissions by 25-40 percent below 1990 levels by 2020, and developing country emissions would have to be reduced substantially from their business-as-usual emissions trajectories.

Sustainability has become a major business buzzword in recent years. For many, though, it’s still viewed as a philanthropic initiative, disconnected from a company’s core goals, or even a burden that competes with other strategic priorities. That must change.

Fortunately, more leaders are recognizing sustainability risks. At the World Economic Forum in Davos last month, leaders in business, government, academia, and civil society named climate change and water supply as two of the top five global risks facing companies today—and with good reason.

Extreme weather and climate impacts are becoming increasingly common and carrying a significant economic toll. According to the insurance group Munich Re, the number of weather-related loss events over the past three decades has quintupled in North America, quadrupled in Asia, and increased in Africa, Europe, and South America. In the United States alone, 11 events crossed the $1 billion mark in losses in 2012. Hurricane Sandy cost U.S. taxpayers more than $60 billion, striking at the heart of a heavily populated business and financial zone. And, drought in the United States is expected to cost 1 percent of the annual GDP, making it one of the most expensive natural disasters in the country’s history.

Likewise, water risks are increasingly on companies’ radars. More than 1.2 billion people are already facing water scarcity. By 2025, two-thirds of the world’s population will likely experience water stress. According to a 2012 report by the Carbon Disclosure Project, the associated costs of water events for some companies reached $200 million, up 38 percent from the previous year.

So, how can companies link these risks to corporate strategy? How can they push the management of sustainability issues into the center of businesses’ strategic decision-making?

There’s a popular saying in the news that two events are a coincidence, but three make a trend. Over the past few days, there have been two major developments in the national media that will likely have a big impact on coverage of environmental issues. It’s clear that a troubling trend is already underway.

First, the New York Times announced on Friday that it will discontinue its environmental “Green Blog.” (See good pieces by Columbia Journalism Review and the TimesDot Earth blog.) This was a pretty shocking development, given that most media outlets are expanding their blogging platforms and online integration. In a sign of the times, the Times editors later posted a list of Twitter handles for some of its top environmental reporters. This news came on the heels of the newspaper’s earlier announcement that it was disbanding its environment desk and reassigning its environmental reporters.

Then, yesterday, the Washington Post announced that it is creating a new “online strike force” to expand its political coverage. One consequence is that the newspaper’s leading environmental reporter, Juliet Eilperin, will be moving to the White House beat. This, too, will be a loss for serious environmental news coverage. While it’s perhaps unfair to compare Eilperin’s work to that of the Times’ entire environment desk, it’s hard to argue that there’s a more influential national reporter on environmental issues.

Leading China experts and top media representatives participated in a ChinaFAQs briefing this past Friday to discuss how the country will address pressing environmental, climate, and energy challenges at home and globally in the coming years. At the National People’s Congress beginning March 5, 2013, Xi Jinping and Li Keqiang are expected to formally become China’s president and premier, respectively. Other top spots in China’s ministries will also be assigned, with implications for China’s future of low-carbon development and for the United States.

The briefing was one of ChinaFAQs’ events highlighting the reasons for China’s action on low-carbon energy, including: energy security, economic competitiveness through technological innovation, and climate and environmental impacts.

“You cannot manage what you cannot measure” is a well-known adage for business, and the phrase is increasingly relevant for cities. In the past decade, many cities have started measuring their greenhouse gas (GHG) emissions data. GHG inventories are essential for building effective low-carbon strategies, tracking GHG reductions, responding to regulations and local GHG program requirements, and securing climate finance. Some cities also believe that tracking emissions can eventually conserve financial and other resources.

The challenge is that most cities conduct their inventories using different methodologies. Without an internationally consistent framework for GHG accounting and reporting, inventory results can be confusing and misleading to decision-makers, investors, and civil society stakeholders. This lack of consistency can even jeopardize the accountability and effectiveness of cities’ emission-reduction efforts.

The Global Protocol for Community-Scale GHG Emissions

But there is a solution: WRI partnered with C40 Cities Climate Leadership Group (C40) and ICLEI – Local Governments for Sustainability (ICLEI) to develop the Global Protocol for Community-Scale GHG Emissions (GPC) Pilot Version 1.0. This guide—which is now beginning its pilot-testing phase—is set to become the first internationally accepted framework for city-level GHG inventories.

As the GPC begins its pilot-testing phase, city leaders may wonder about the specific benefits of using a standardized GHG accounting method. Let’s take a look at GHG reporting trends in cities and the risks of using inconsistent methods.

Over the past two decades, the world has witnessed a remarkable period of economic and human development: More than 2 billion people have gained access to improved drinking water; life expectancy has increased by approximately five years; more children are going to school, with 90 percent enrolled in primary education; and per capita income levels have doubled across developing countries.

China has experienced an even more profound transformation during this period. The country has sustained an annual GDP growth of around 10 percent. Five hundred million people have been lifted out of extreme poverty. People’s lives have visibly improved and there are more opportunities for them.

Yet, many challenges remain. With the world’s expanding population, rapid economic growth, and booming middle class, the pressure on natural resources is mounting. The truth is the world is on an unsustainable path.

China is part of this problem, but it also must be part of the solution. China faces real challenges when it comes to the environment and natural resources. Demand for water is rapidly outpacing supply, with food, energy, and domestic use intensifying for this scarce resource. The need for affordable and clean energy is on the rise. China’s rapidly expanding urban population is having a significant impact on transportation, energy, and water infrastructure.

“This gathering represents man’s earnest endeavor to understand his own condition and to prolong his tenancy of this planet.”

With these stirring words, Indira Gandhi, India’s Prime Minister, galvanized the 1972 UN Conference on the Human Environment in Stockholm. A wake-up call to the state of our planet, Stockholm gave birth to the UN Environment Programme, amid high hopes that humanity could together curb alarming trends in pollution and natural resource loss.

Hopes were high when a 43-year-old Maurice Strong took the reins of the new institution – the first UN body to be located in a developing country. UNEP’s remit was simple: to be the world’s lead institution on the global environment. Its mandate included compiling much-needed environmental data, coordinating international activities, developing international agreements, and providing capacity development and technical assistance, especially to developing countries.

Forty years on, UNEP has made some vital contributions. It has played a key role in creating dozens of institutions and agreements that have advanced understanding of global challenges and propelled international action. These include such game-changers as the 1987 Montreal Protocol, which led to a 98 percent drop in controlled ozone depleting gases; the International Panel on Climate Change (IPCC), since 1988 the leading global body on climate science; the 1992 Earth Summit, and its associated global treaties on climate and biodiversity; and the 2005 Millennium Ecosystem Assessment, the first ever survey of the health of the world’s biological resources.

And yet, as it enters its fifth decade, few can believe that UNEP is equipped for the magnitude of the task ahead.

Worldwide, one out of every five people lacks access to modern electricity. Affordability, quality of service, and social and environmental impacts pose great challenges in providing people with the power they need for lighting, cooking, and other activities. Good governance involving open and inclusive practices is essential to overcoming these pressing obstacles.

This is part one of a four-part blog series, “Improving Electricity Governance,” which explores the key components involved in making electricity decision-making more open, inclusive, and fair. The series draws on the experiences of WRI’s Electricity Governance Initiative, which are documented in a new report, “Shining a Light on Electricity Governance.”

Access to electricity poses major challenges in India. Service varies considerably across the country. In some regions, fewer than 40 percent of people have access to electricity, while half of all rural households lack access to power. These issues will become more challenging as demand for energy is expected to double by 2020. The country will need to figure out how to provide affordable, reliable power in ways that benefit both people and the planet.

But India has a powerful ally in overcoming these electricity challenges: civil society organizations (CSOs).

People’s Monitoring Group on Electricity Regulation Steps In

In the state of Andhra Pradesh, the People’s Monitoring Group on Electricity Regulation (PMGER), a partner with WRI’s Electricity Governance Initiative (EGI), acts as an advocate for affordable, reliable power. The organization is a consortium of NGOs whose constituencies include farmers’ organizations, environmental and development advocacy groups, electricity advocacy groups, workers’ unions, and research organizations. PMGER ensures that Andhra Pradesh’s electricity decisions are fair, effective, and made with citizens’ best interests in mind.

As more and more people move into cities, more cars are also hitting the streets. These vehicles not only spew greenhouse gas emissions, they can cause urban traffic fatalities. We already see 1.2 million traffic-related deaths per year worldwide. According to the World Health Organization, with increased urbanization and motorization, road fatalities are expected to become the fifth-leading cause of death by 2030.
