Signs of Trouble and Progress as Bonn Climate Talks Wrap Up

Much like recent extreme weather events in Europe and the United States, this month’s intersessional in Bonn, Germany could be described as volatile. But despite some “stormy” discussions, rays of light could still be seen in some areas.

The low point that seems to be generating the most attention is Russia preventing a key UNFCCC working body from making any progress. Russia, along with Ukraine and Belarus, blocked the Subsidiary Body on Implementation (SBI), which works on both substantive and administrative implementation issues, from moving forward on its agenda. Russia appeared to still be upset about the process during a last-minute decision at COP 18 in Doha, when the rules for the next commitment period of the Kyoto Protocol were quickly gaveled through over their objection. Refusing to let the body take up its work unless it included an agenda item on procedural issues for the climate talks as a whole, Russia rejected numerous attempts at compromise.

The blockage in the SBI discussions created noticeable ripples of nervousness throughout the negotiating hall. But in spite of the intermittent gloominess, there were also clear rays of light. What emerged most palpably was an insistence by nearly all the countries here that these kinds of tangles must be avoided, and that they are committed to moving forward on the key issues facing the UNFCCC negotiations and, not incidentally, the world.

Now is a critically important time for the world to focus on climate finance. Developing nations—those least responsible for causing global warming but most vulnerable to its impacts—need funding to adopt clean energy, protect infrastructure from sea level rise, and engage in other adaptation and mitigation strategies. But these activities are costly—the world will need to figure out how to fund them now in order to protect countries from future climate change.

The problem is that it’s hard to draw attention to a topic that’s difficult to understand. The issue of climate finance is decidedly complex. Several entities–think-tanks, banks and other financial institutions, international institutions, governments, and public sector agencies–are involved in myriad activities related to climate finance. Understanding how they operate, interact, and contribute can be confusing. Even the vocabulary that defines climate finance can be inconsistent, abstract, and nebulous at times. These complexities make climate finance an issue that’s hard for people–even experts, sometimes –to wrap their heads around.

By explaining these topics in plain language, we can make climate finance more accessible–and hopefully, draw broader attention to the pressing issue of how to pay for climate change mitigation and adaptation.

A large, multi-national company likely spends hundreds of millions of dollars every year on new projects. How these projects are designed, constructed, and operated clearly impacts costs in the short-term, but also poses huge implications for a company’s “sustainability footprint” in the long-term.

A major challenge is that most corporate sustainability experts within a business are not involved in capital budget requests at the outset. A company’s financial leaders make investment decisions with upfront costs and projected revenues in the front of their minds. They are far less likely to take into account a project’s potential environmental risks and benefits. Not coordinating financial and sustainability decisions can lead to projects that are cost-efficient to build today, but may not hold up to sustainability pressures over their lifetime. For example, a company might invest in a factory that is inexpensive to build, but then realize that it’s in a location that locks them into buying only fossil fuel-based energy sources.

The lack of integration between financial and sustainability-related decision-making is a main barrier to scaling truly impactful corporate environmental sustainability. But as WRI found in its new working paper, Aligning Profit and Environmental Sustainability: Stories from Industry, there are companies who are starting to show us ways of overcoming this challenge.

Our future is inextricably linked to forests. The social and economic benefits they provide are essential to realizing a sustainable century. A key litmus test of our commitment to this future is our response to a growing, global threat: illegal logging and the criminal timber trade.

Forests are a vital source of biodiversity and livelihoods. More than 1.6 billion people depend on forests for their livelihoods, including 60 million indigenous people who are wholly dependent on forests. They are also natural carbon storage systems and key allies in combating climate change. They are vast, nature-based water utilities assisting in the storage and release of freshwater to lakes and river networks.

While deforestation is slowing in some places – most notably Brazil – it still remains far too high. The loss of forests is responsible for up to 17 percent of all human-made greenhouse gas emissions, 50 percent more than that from ships, aviation and land transport combined.

UPDATE 4/11/13: After this blog post was published, the OECD released updated figures for 2010 and 2011. The data still shows a decrease in commitments for adaptation, mitigation, and climate finance, as this blog post states. However, adaptation expenditures were 3 percent higher in 2011 than in 2010, as opposed to unchanged. (View updated figures.) The changes in the numbers are a result of donors entering new data for previous years or updating their old data. Preliminary data for 2012 shows that aid to developing countries continued to fall. Detailed figures for 2012 will be released in June 2013.

At the 2009 U.N. climate change conference in Copenhagen, developed nations committed to provide a collective $100 billion per year by 2020 to help developing countries mitigate greenhouse gas emissions and adapt to climate change’s impacts. Recently, the Organization for Economic Co-Operation and Development (OECD) released some surprising new data on this pledge. The figures indicate that developed nations’ recent climate finance contributions have fallen rather than risen toward the level of their 2020 commitment.

A Look at the New OECD Data

The OECD is a consortium of 34 wealthy countries. Among other joint initiatives, it provides a platform to monitor and share statistics on aid flows and climate finance contributed by its members. Most OECD members report both their climate finance expenditures and commitments using the “Rio Markers” (see text box), and the OECD secretariat periodically makes these numbers public. OECD members’ climate finance contributions represent a significant portion of the collective $100 billion commitment, so the numbers reported by the OECD give a good indication of developments in the climate finance field.

Surprisingly, new OECD numbers show that while adaptation expenditures in 2011 remained the same as in 2010, expenditures for mitigation activities decreased. Plus, the total commitment for climate finance decreased from $23 billion in 2010 to $17 billion in 2011.

While a “commitment” refers to the total amount of money a country will spend on an adaptation/mitigation project over a multi-year period—which is reported at the beginning of a project—an “expenditure” refers to the amount a country spends in a particular year on adaptation/mitigation activities. In January 2013, the OECD updated its data for 2011. It is difficult, of course, to predict or analyze trends based on only two years of data (the only data that’s currently available on OECD climate finance commitments). But given developed nations’ agreement to scale up climate finance significantly by 2020, this decrease is surprising—and could be concerning.

As the world continues to feel the effects of drought, sea level rise, and more volatile weather, it’s clear that adaptation efforts have never been more imperative. These initiatives are critically important in order to protect communities—especially in impoverished places—from the worsening impacts of climate change.

WRI’s Vulnerability & Adaptation team has been working to ensure that adaptation is a central component of the international development agenda. Over the past few years, WRI and its partners have conducted practical research and analysis on three continents across a broad spectrum of adaptation topics, including monitoring and evaluation; case studies on information use for adaptation; the role of national institutions; and a broad set of decision-making principles for a changing climate. But what have we learned from the results of these efforts? And how can we ensure that global adaptation efforts are conducted effectively and efficiently?

We recently stepped back and evaluated the work we’ve done to try and answer these questions. One of our clearest conclusions is that much remains to be learned about “what works” in adaptation. The results of our efforts point toward five areas of long-term, practical, applied research that could help provide a foundation for effective adaptation moving forward: adaptation success, critical thresholds, adaptation options, information systems, and institutions.

As the old adage suggests, it is important to see the forests for more than just the trees. While an estimated 500 million people depend directly on forests for their livelihoods, the entire world depends on them for food, water, clean air, and vital medicines. Forests also absorb carbon dioxide, making them critical to curbing climate change.

Despite some encouraging anti-deforestation efforts in places like Brazil, Indonesia, and Africa, globally, forests are under threat, particularly in the tropics. Between 2000 and 2010, nearly 13 million hectares of forests were lost every year. About 30 percent of the global forest cover has been completely cleared, and 20 percent has been degraded.

This dilemma begs the question: What is the outlook for forests in 2030? Are we missing the opportunity to preserve forests and ensure they continue to deliver the goods and services we need for a growing global population? How can we use forests to build a thriving global green economy?

Asking these questions is important. Finding answers to the challenges they raise is imperative.

America is blessed with abundant energy sources, from an array of traditional fuels and natural gas to solar, wind, and other renewable resources. But as the pressure on these resources grows, the United States must have a plan to ensure a stronger and more sustainable future. In today’s world, any smart and effective energy strategy must take into account the risks of climate change.

Climate change impacts are already here. They do not have a political affiliation, nor are they constrained by state boundaries. Moreover, climate impacts are taking a serious toll on America’s infrastructure and economy.

Let’s look at some examples:

America’s coastal areas are particularly vulnerable, as rising sea levels and heavier precipitation are increasing the impacts of hurricanes and other storms. More than 58 percent of U.S. gross domestic product, some $8.3 trillion, is generated in coastal areas (including the Great Lakes). This accounts for some 66 million jobs. Florida, in particular, faces significant threats due to rising seas.

As companies tackle environmental sustainability initiatives—such as developing a climate change strategy—early steps involve getting the CEO on board and committing to public goals. But the process doesn’t stop there. In fact, that’s only the beginning. Companies also need to find the money to implement projects and make good on the promised goals—all while delivering financial results.

Finding the Money: A Case Study from Johnson & Johnson

Finding the funds for environmental sustainability initiatives can be a tall order, especially since many companies’ sustainability decisions are made separately from its financial ones. Johnson & Johnson experienced this conundrum firsthand. Back in 2004, the company had a public greenhouse gas reduction target, but was not on track to reach it. Although the emission-reduction projects it identified could save energy and operating costs, managers were having difficulty getting approval for the capital they needed. Core business priorities like new product development were competing with the money the company had earmarked for its sustainability efforts.

Managers, therefore, decided to re-think the way the company allocates internal capital. Johnson & Johnson started putting aside $40 million each year for “win-win” projects—greenhouse gas (GHG)-reduction initiatives that also reduce operating expenses, such as solar photovoltaics. Projects like these sometimes require more upfront capital, but benefit from more predictable returns and lower operating costs than conventional energy systems. The strategy reduces the company’s risk exposure over time and lowers its operating budget.

Fast forward to today and this approach has enabled Johnson & Johnson to reduce its GHG emissions by more than 138,000 metric tons through projects that have an average return of 19 percent. This emissions-reduction is equivalent to the electricity use of approximately 21,000 homes. The company met its initial GHG-reduction target in 2010 and renewed its commitment with a new 20 percent absolute reduction target by 2015.

In January, Brian Richter, director of freshwater strategies at The Nature Conservancy, spelled out four water resolutions through a thought-provoking series of blog posts. One of those resolutions was to better understand and communicate the differences between water use and water consumption. This is a particularly important issue, as there has been a lot of discussion lately about water scarcity, water stress, and the risks associated with them.

So what do ”water use” and “water consumption” mean?

  • “Water use” describes the total amount of water withdrawn from its source to be used. Measures of water usage help evaluate the level of demand from industrial, agricultural, and domestic users. For example, a manufacturing plant might require 10,000 gallons of freshwater a day for cooling, running, or cleaning its equipment. Even if the plant returns 95 percent of that water to the watershed, the plant needs all 10,000 gallons to operate.

  • “Water consumption” is the portion of water use that is not returned to the original water source after being withdrawn. Consumption occurs when water is lost into the atmosphere through evaporation or incorporated into a product or plant (such as a corn stalk) and is no longer available for reuse. Water consumption is particularly relevant when analyzing water scarcity and the impact of human activities on water availability. For example, irrigated agriculture accounts for 70 percent of water use worldwide and almost 50 percent of that is lost, either evaporated into the atmosphere or transpired through plant leaves.

Research shows that developing countries will need about $531 billion of additional investments in clean energy technologies each year in order to limit global temperature rise to 2° C above pre-industrial levels, thus preventing climate change’s worst impacts. While developed countries have pledged to provide $100 billion of climate finance per year, this amount is well below what’s needed to help developing nations mitigate and adapt to climate change.

So how can countries bridge this funding gap? The answer lies in part on how well developing countries implement “readiness” activities, as well how effectively developed nations and international institutions like the Green Climate Fund (GCF) can mobilize finance to support them.

The Need for Readiness

To attract investments on the scale required, developing country governments must provide an attractive investment climate—one that encourages public and private sector investors to put their money into climate-friendly projects like solar and wind energy. On their end, developed countries need to offer financial and technical support for “readiness” activities that create the right conditions for said investments. Readiness includes any activity that makes a country better positioned to attract investments in climate-friendly projects or technologies. A few examples include: developing a policy to promote energy efficiency in industry; passing a law that gives a new or existing institution the mandate to promote renewable energy; conducting an assessment of a country’s wind energy resources; or strengthening a bank’s capacity to lend to small businesses in low-carbon sectors. International institutions such as the GCF can play a big role in supporting readiness activities, thereby helping developing nations attract the investments that will help them transition onto a low-carbon, climate-resilient development path.
