She leads the technical design and development of the online tool that focuses on informing and educating development practitioners, donors, and policy makers in both developing and industrialized countries about the relevance of land and property rights issues. This tool features modules highlighting land tenure experiences which are conveyed through a series of interactive slideshows, maps, timelines, publications, and diagrams. The modules aim to encourage greater consideration of these issues in the design and implementation of development projects and policies, so as to improve outcomes and success.

Prior to joining WRI, Candy worked for several years in the engineering and consulting fields. She holds a BS in Chemical Engineering from Florida A&M University and an MA in international affairs from American University with a focus in natural resources and sustainable development.
